Capite censi (literally, "head count") were the lowest class of citizens in ancient Rome who had no property and thus wespexcluded from the census. They were not eligible to vote or hold public office, and had limited rights in legal proceedings. Capite censi were often manual laborers or dependents of wealthier citizens. Although they paid no taxes, they were required to serve in the military and were subject to conscription. Over time, the term came to encompass the entire lower class of Roman citizens who were economically marginalized.
